Door registers, dated inspection findings, photographs and recorded remedial actions can support a clear, traceable building-safety record.
For relevant higher-risk buildings in England, the Golden Thread involves maintaining accurate digital information that is secure, accessible and kept up to date. A fire-door report contributes to that record; it does not by itself fulfil all Golden Thread duties.
Golden Thread guidance — GOV.UK ↗Important: An inspection is not a guarantee of a door's performance in a fire and does not replace a wider fire risk assessment or other competent professional advice that may be required.
Fire doors are part of a building’s fire protection. Legal duties depend on the premises, its use and who controls it.
The Regulatory Reform (Fire Safety) Order 2005 ↗, as amended, requires a suitable fire risk assessment and appropriate fire precautions. Article 17 requires relevant fire-safety measures, including fire doors, to be maintained in effective working order and good repair.
The Fire Safety Act 2021 ↗ clarifies that doors between flats and common parts fall within the Order in buildings containing two or more domestic premises.
In a workplace this is normally the employer where it controls the premises. Otherwise it depends on control and ownership; a landlord, freeholder or managing agent may have duties. Responsibilities can overlap and dutyholders must cooperate.
Appointing an inspector helps with the work; it does not remove the Responsible Person’s legal duties.
Under the Fire Safety (England) Regulations 2022 ↗, blocks of flats with a top storey more than 11 metres above ground require communal fire-door checks at least every three months and best endeavours to check flat entrance fire doors at least every 12 months.
Regulation 10 checks are simple visual checks and do not automatically require a specialist. A specialist inspection can provide more detailed findings within an agreed scope.
This is a brief overview for England and is not legal advice. Requirements for new building work also arise under the Building Regulations / Approved Documents ↗.
